Dog owners encouraged to keep a tight leash

OSSIAN- After recently purchasing a kennel, the city is prepared to charge a $10 fine per day for picking up loose or stray dogs. Following the county’s lead, a dog will be kept for seven days before the city will consider euthanasia or finding a shelter.
